To liven up boring 0-0s I think the goalies should be allowed to use their hands anywhere they like in the last 3 minutes of the game. They can’t hold the ball outside the penalty area, but they can punch it, catch it, take 4 steps, then throw it.
So they could punch a goal? Interesting idea.
