She’s very talented and not unpleasant to look at, especially in what she’s wearing in that clip. The song is generic and not very interesting.
I am indifferent to whatever ol’ Bob is up to, these days.
I think she forgot to get dressed.
I think she’s almost certainly relying on the interweb’s Cosmo Smallpiece-alikes to boost her video clip’s viewing figures.
Any chance of explaining a tiny bit about this post to someone who doesn’t follow Dylan or news about him? If that is indeed who we’re discussing? TV show? Anything?

He was apparently quite big in the 60s.
There was a lockdown special called “Shadow Kingdom” that was pay per view. It featured Bob and band on stage miming to this soundtrack that had been earlier recorded (probably with different musicians). Reworkings of older songs. Now available on CD and vinyl
