It must be an obscure one. Brazil would be my top tier pick with Pele and Romario but I don’t think their next best player would be in the 15. It has to be a small nation with a lot of football but not at a great level where players can play into their 40’s. But not so small that they can’t have 3 players in the top 15.
Giuseppe Meazza? (after whom the San Siro stadium is officially named) , Luigi Riva? Roberto Boninsegna? Luca Toni ? Francesco Totti? Alessandro Del Piero? Certainly no shortage of prolific Italian goalscorers, though it’s true some of the best -Rossi and Baggio in particular – suffered from injuries which curtailed their careers.

Pretty confident it’s Northern Ireland. IIRC there were a few players who ran up cricket scores in the domestic league back in the day.

Only Totti and Del Piero got more than 300 goals. They were fabulous players but so far off the top 15 (Zlatan is 15th with 561 goals).
I would say Serie A and the Prem are much harder places to score a lot of goals and have a long career hence the lack of places in the list.
I’ll go for Hungary. They used to be quite handy at football.
